This draft strategic environmental assessment considers Jamaica’s proposed Government Campus around National Heroes Circle in Kingston. The project context includes the Houses of Parliament, government ministries and agencies, the park, and the surrounding urban communities.
The report examines environmental, social and economic considerations associated with the master plan. It combines baseline studies with community surveys and assessment of physical conditions, including hydrology, flood hazards, air and water quality, and noise. Its scope also addresses biodiversity, infrastructure and the surrounding social environment.
The assessment sets out mitigation measures, design considerations and monitoring recommendations to inform planning.
